2. How long does it take to receive requested documents through an Open Record Request?

Generally, the City has up to three business days to respond to the requestor.

3. How much does it cost for documents received through an Open Record Request?

Costs for production of documents depend on the amount of pages and time of retrieval. The first 10 pages are free and each additional page is $0.25. If it takes a substantial amount of time to pull and copy the records, the cost will be the hourly pay of the lowest paid employee capable of pulling the documents excluding the first 15 minutes.

2. What happens when Code Enforcement receives a complaint?

The Code Enforcement Officers answer questions and investigate complaints from citizens on a wide variety of issues. Depending on the nature of the complaint and the results of the investigation, the officer will visit the offending property and work with the property owner or resident to abate any violations found. In most cases, a resolution is expected within five days. However, the officers will be happy to work with violators if more time is needed. If the violation continues to exist after written warnings are issued a citation may be issued to the offender.

3. What can I do to help?

City of College Park residents can help by pitching in to keep our neighborhoods clean and presentable. It is up to all of us to become stewards of our community and understand the connection between crime prevention and neighborhood pride. 1. What are your office hours and location?

2. What payment methods do you take?

Currently bills can be paid via mail or in-person. We take cash, check, money orders, and debit cards. Effective February 2009, you will also be able to pay online or by phone with debit/credit cards or by check.

3. Can service be reconnected after hours?

After-hours payments or reconnections can be processed through the drive-thru window from 5:00pm - 8:00pm, Monday - Friday. The entire balance plus a $6.00 reconnection fee is required
for after hour reconnections.

4. Do you have a budget billing plan?

The City does have a budget billing program. You must have 12 months of
continuous service at the same address and all payments must have been
made before the due date.

5. How do I establish new residential utility service?

Applicant must come in and apply in person. Information including; name, social
security number, date of birth, address and mailing address (if different), driver’s
license or other form government picture identification, lease agreement (for lease
or rental), deed or settlement statement for owners. In addition a deposit will have
to be paid at the time of application. The deposit requirements are:

6. How do I establish new commercial utility service?

Applicant must come in and apply in person. Information including; name, social
security number or tax identification number, address and mailing address (if different),
lease agreement (for lease or rental), deed or settlement statement for owners and
evidence of application for a business license with the City must be verified. In addition
a deposit will have to be paid at the time of application. The deposit will be based on two
times the average projected monthly billing. Deposits can be paid by cash,
check, money order or with a payment bond if the amount is $500 or more.

7. What is the latest time I can come in and have utility service started up the same day?

To have utility service started up on the same day you must complete the application
process by 3:00 PM, otherwise service will be scheduled for the next business day.

8. Why are my billings so high?

Factors such as seasonal temperature variations, malfunctioning thermostats and additional
people in a household can cause increases. For more detailed information, contact customer service at 404-669-3759.

9. Can I make payment arrangements?

Payment arrangements may be made once every six months or twice a year. Call customer service at 404-669-3759 to get an extension on time to pay your bill.

A program designed to ensure proper BMPs are installed, maintained and removed during construction; thus, controlling the amount of sedimentation leaving the sites during construction.

4. How much Recovery Act funding will City of College Park, Georgia receive?

Through formula funding, competitive grants and state allocations City of College Park, Georgia has requested $43 million. But, as of this date Georgia State Revolving Fund has only approved us funding up to $6,000,000 dollars for our city.

5. Who decides how to spend Recovery Act funding?

In most cases, Congress. Most Recovery Act funding is directed by Congress to specific activities, such as roads, airports, or energy efficiency by formulas in the Act itself or in pre-existing regulations. Additionally, the Act funds dozens of competitive grant programs which have their own eligibility guidelines.
In the instances where local priorities must be determined in the utilization of Recovery Act funding, Mayor Jack Longino has issued these criteria:
Jobs: The project or activity maximizes job creation.
Support: The project or activity has community support.
Investment: The project or activity makes a long-term investment in the well-being of the community.
Due to the strict timelines of the Act, these decisions must be made quickly in order to qualify for funds, or the city risks missing “use it or lose it” deadlines.

6. Will there be a public process to determine which projects receive ARRA funding?

No. Due to the strict timelines and extensive federal guidelines in the Act, there is little room for flexibility in most cases. In order to meet the requirements of the Act while honoring the will of the community, Mayor Jack Longino has established a criteria that stimulus funding should be applied to projects which are consistent with community plans or have some form of demonstrated public support. Additionally, we are committed to providing information about projects and funding opportunities to the public as quickly and broadly as possible.

7. What if I have a project proposal for Recovery Act funding?

You should review the competitive grant guidelines available on the website.

8. Will the Recovery Act help to close City of College Park, Georgia’s revenue shortfall?

No. Funding is directed at new activity designed to stimulate economic activity. The Act does not provide the Municipality with discretionary revenue.

The millage rate for Tax Year 2011 is .01156 on Real and Personal Property. The Special District Tax is billed only to the hotels and is billed on Real and Personal Property. The GICC Special District Tax rate is .00750 and is billed on the parcels surrounding the Convention Center and is billed on Real and Personal Property.

You would need to contact the center that is providing the activity. The participant will need to complete a application for the activity. Proof of valid health insurance is required for all applicants. If you do not have insurance you can purchase Rec 1 insurance through the City of College Park. There may be other requirements needed for specific sports for registration. You can down load registration forms and submitt them upon registration. 2. How do I reserve a City Park Pavillion?

Planning & Zoning

1. What is zoning?

Zoning is the assignment of regulations that control the use of property. These regulations are found in the Zoning Ordinance and are organized by zoning districts. An Official Zoning Map is a map of the city of College Park on which each property is assigned one or more of these zoning districts.

2. Why do I need to know the zoning of my property?

The zoning of your property controls which uses may be legally conducted. By knowing the zoning district assigned to your property, you can identify and understand the regulations that control use of the property.

3. What is variance?

A variance is a minor deviation from standards found in the College Park Zoning Ordinance. A variance is a relaxation of these standards and is associated with a specific property.

4. What is a typical variance?

Variances are most often associated with a reduction in building setback. The building lot may be too narrow to reasonably accommodate a building and meet the required setback. However, many different variances may be requested such as an increase in floor area, increase in sign area, reduction in the size or number of parking spaces, a reduction in lot size, reduction in greenspace, along with other modifications of the standards.

5. What is an administrative appeal?

An administrative appeal is a challenge to a decision of the College Park Chief Building Inspector alleging that an error has been made in enforcing the Zoning Ordinance.

6. Who can file an administrative appeal?

Any officer, department or board of the City of College Park or any person having a substantial interest in a decision of the Chief Building Inspector concerning enforcement of the Ordinance may file an appeal.

8. How do I apply for a property rezoning?

Individuals seeking a property rezoning must be the owner of the property or have written permission of the owner. A rezoning application must be filed with the Secretary of the Planning Commission. Applications are available in the Building Inspections Department at City Hall or on the College Park website.

9. Is help available to me in completing the rezoning application?

Contact the City Planner's Office at (404) 684-6588 for free assistance. Applicants are encouraged to contact the City Planner to discuss their application prior to the deadline for the Planning Commission meeting at which they wish to be heard.

10. What is the application deadline?

Applications must be filed 30 days prior to the Planning Commission meeting at which the application will be heard.

11. Is there a fee for applying for a property rezoning?

Yes, application fees are listed below. Applications will not be accepted until they are deemed complete and the application fee is paid. Incomplete applications will be returned to the applicant.

12. What qualifies a property for a variance?

Traditional criteria that may qualify an owner of property for a variance include unusual conditions related to the size, shape, or slope of the property. The unusual conditions must be somewhat unique to the property and must place the owner at a substantial disadvantage relative to other owners of similarly situated properties. Finally, granting of a variance must not unduly impact the public.

13. Do other properties that do not conform to the ordinance justify a variance?

No, a variety of circumstances may account for such nonconformance on other properties. For example, a structure may have been built on a setback prior to the adoption of standards that now prohibit such construction. This would render the structure a legal nonconforming structure, a situation commonly referred to as being “grandfathered.” Importantly, ordinances foster eventual elimination of nonconforming structures.

14. What is the procedure for filing an appeal?

An appeal must be filed with Secretary of the Board of Zoning Appeals. Applications are available at the Inspections Department on the first floor of City Hall located at 3667 Main St. The application must document the grounds of the appeal and the relief being sought. The Chief Building Inspector must provide the Secretary with all the documents related to the decision being appealed. Building and Inspections

15. Can the decision being appealed be enforced during the appeal process?

An appeal postpones enforcement of the decision being appealed unless the Chief Building Inspector certifies in writing to the Board of Zoning Appeals that a postponement would threaten public safety or property. The decision can not be postponed other than by a restraining order granted by the Board of Zoning Appeals or by a court. A written application for a postponement must be filed with the Board or court, and the Chief Building Inspector must be notified. Such notice must document the need for postponing the decision being appealed.

3. Why do they ask so many questions when I call the police?

Police dispatchers are trained to get as much information as possible in order to determine the nature of the problem and its seriousness. While the police dispatcher is trying to obtain the necessary information, in most instances, they have already dispatched police vehicles to the scene. The information you provide will further assist towards your safety and that of the police officers.

4. If I have a complaint against a City of College Park Police Department employee, what should I do?

The City of College Park Police Department is committed to maintaining a professional force and department. Both officers and civilians work for the department. If anyone has a complaint regarding an officer's actions or a civilian employee’s actions, he/she is encouraged to speak with a department representative about the incident. Everyone should know they have every right to make a complaint and that no retaliation will come as a result of that complaint. The department will diligently investigate the complaint and implement corrective measures if they are warranted.

5. How do I obtain a copy of a police report or accident report?

Copies of Police Reports written by the City of College Park Police Officers can be obtained in person at the City of College Park Police Department, Monday – Friday 8:30 a.m. to 4:30 p.m. The cost for a report is $3.00. You can mail in a request to College Park Police Department ATTN: Records 3717 College St. College Park, GA 30337 Be sure to include a money order for $3.00 and a return addressed envelope.

6. How can I report a traffic-related problem in my neighborhood?

You can report traffic-related problems in your neighborhood by calling 404 761-3131. Please provide information about the location and nature of the problem, when it occurs, and whether you would like to have an Officer call you back. The problem will be forwarded to the appropriate unit for response and action.

7. How can I report a vehicle left on the street for a long period of time?

Call the Police Department non-emergency number at 404 761-3131, and tell us the location and description of the vehicle. An Officer will check the vehicle to determine whether or not it can be legally on the street. If it is not legal, it will be tagged as an abandoned motor vehicle and scheduled for removal within 48 hours of being tagged.

8. How can I report narcotics activity in my neighborhood?

You can report narcotics activity in your neighborhood by calling the Police Department at 404 761-3131.

9. Can I make a police report over the phone or does a police officer have to come to my house?

The City of College Park Police department does not take reports over the phone. We feel that it is important that an Officer respond to your home or business and talk with you directly while taking a report.

10. I received a traffic ticket, where do I pay?

You should pay the ticket either online, by mail, or in person to the at the City of College Park Police station. The reverse side of the ticket will have information regarding court appearance and payment.

11. I received a traffic ticket and I don't think it is fair. What can I do?

If you received a traffic ticket and you feel that it was issued in error, please appear in court at the appointed date and time outlined in your citation.

12. Why aren't officers catching "real" criminals, instead of writing tickets?

It is the policy of the Department to enforce all of the laws of the State of Georgia and the ordinances of the City of College Park. The Department is committed to effective traffic enforcement to reduce accidents, apprehend drunk drivers and to ensure a high degree of safety on the highway.

13. Should I report suspicious activity in my neighborhood?

Yes, the Police Department depends on citizens calling to report crimes or suspicious activity. The police person who takes your call will ask questions about the suspicious activity to determine its nature and ask for descriptions of the people involved. You may be asked if an officer or detective may contact you. Please call 404 766-3618 to report non-emergency suspicious activity. Call 911 within the city limits for emergencies.

14. What can I do about my noisy neighbors?

While the noise is occurring, call the Police Department non-emergency number 404 761-3131.

15. Can I have an officer check on a license plate?

State and Federal regulations prohibit officers from using the computer to retrieve information not related to investigative purposes, and the information can only be shared with law enforcement entities.

16. Why can't officers resolve or intervene in a civil matter?

Officers generally do not actively get involved in civil disputes as they are not empowered by state statute to do so. These incidents are best dealt with by contacting an attorney or the courthouse.

17. Why do officers shine so many lights when they stop a vehicle?

Officers are trained to utilize lighting techniques to illuminate a vehicle for the safety of themselves and the occupants of the vehicle, and it is not meant to be something that is annoying or a form of harassment.

18. Why do I see officers speeding all over the place?

The Department Policies are specific about an officer's driving habits, and forbids any violation of speed that is not related to police duties. Officers are allowed, as set by statute and Department Policy, to exceed at times, the speed limit only as it relates directly to a police call.

19. I'm intimidated by officers, would they mind me saying "hi" or shaking their hand?

Please feel free to approach any officer and strike up a conversation... they are after all serving you, and we encourage not only the officers but the public as a whole to meet and get to know our officers, we firmly believe that the success of any Department is dependent on community support.

1. What is the process for being added to the vendor's list?

You may request a vendor application by mailing to City of College Park Purchasing Department, P.O. Box 87137, College Park, GA 30337 or faxing to (404) 765-7076 a letter on your company stationery and we will get one out to you, usually the same day.
