Utility Assistance - COVID-19

COVID-19 FINANCIAL ASSISTANCE FOR UTILITY PAYMENT


How It Works


Through funding provided by the Department of Housing and Urban Development (HUD), the City of College Park and Fulton County have partnered to provide temporary emergency financial assistance for residents negatively impacted by COVID-19. The program is specifically designated for utility payment assistance, designed to prevent utility cutoff once the moratorium on utilities was lifted.  

Income Eligibility Requirements/Verification

College Park's COVID-19 Financial Assistance Program is limited to all Fulton County/City of College Park residents who are at or below 80% of the area median income as defined by the U.S. Department of Housing and Urban Development (HUD) and who have suffered a recent loss of income due to the COVID-19 pandemic.

Application Process

(PLEASE DO NOT CONTACT CUSTOMER SERVICE TO CHECK YOUR APPLICATION STATUS. 

Please be patient, Your application will be processed on a first-come, first-served basis, in the order in which it was received.  Our Grant Administrator will notify you via email when your application has been approved/denied.


How to Apply
Online Application Process:  

Step 1: Complete all pages of College Park GA CARES Utility Assistance Grant Application

Step 2: Scan and Submit ALL requested verification documents to CDBG@collegeparkga.com ( In the subject line YOU MUST include First/Last Name and the phone number listed on the application so that we can match the correct verification documents to the correct application)  

Applications that are incomplete or missing verification documents will not be processed.

 Paper Application Process: 

If you do not have access to the online application, you may pick up a paper application from City Hall to complete at home.  

Step 1: Please complete all pages of College Park GA CARES Utility Assistance Grant Application

Step 2: Please  Return your completed application with copies of ALL verification documents attached (DO NOT submit any original income verification documents)

YOU MUST RETURN YOUR APPLICATION AND DOCUMENTS IN A LARGE ENVELOPE  TO ATTN: Grant Administrator.   

Applications may be dropped off at City Hall from 8:30 A.M. 4:00 P.M. at the front desk receptionist.

Applicants will be asked to provide the following documentation:

  • College Park GA CARES Utility Assistance Application Form completed by the utility account holder.
  • Third-Party Authorization and Waiver of Confidentiality(required)
  • State of Georgia Photo ID of all adults in the household  (Address on all IDs provided must match the address on the utility account) 
  • Most recent City of College Park utility bill
  • Most recent Bank Statement for each adult in the household
  • Verification of income documents* for each adult in the household ( see list below)
  • Self-Certification of Annual Income by Beneficiary Form


*Verification of all sources of income. Examples include:

    • Employer Pay Stubs (1 month) 
    • IRS Transcript (https://www.irs.gov/individuals/get-transcript), W2 Form, or 1099
    • Official Unemployment Insurance Benefit Determination Letter / Separation Notice
    • Self-Employment (Year -to- Date Profit/Loss statement & 2 years IRS transcript 2018 &2019)
    • Social Security, Disability or Social Security Income Award Letter
    • Verification of Pension
    • Verification of Child Support/ Alimony
    • Veteran’s Benefits
    • Worker’s Compensation Statement


Tenant Selection Criteria
 - Fulton County households that have a sudden loss of income due to the COVID-19 pandemic are eligible to apply for up to $2000.00 in utility assistance. 

- Funds will be awarded on a first-come, first-serve basis until funding is exhausted.


Eligible Units
- Units publicly or privately owned.

- Units that meet lead-safe housing requirements.

- Portability is allowed with this program.
