The City of College Park is pleased to welcome Dr. Dwight L. Baker to its leadership team, taking over the role of Director of Human Resources (HR) and Risk Management beginning Monday, December 14.


A previous City of College Park employee – serving as Director of Human Resources and Risk Management from 2007 to 2012 – he most recently worked with theCity of Albany, Ga., where he was Director of Human Resources for four years. He brings 25 years of industry specific experience to the team, working with company leadership and employees to provide strategic guidance in all core HR functions.

 Dr. Baker will serve as an integral, participative member of the City of College Park’s leadership team, working closely alongside Mayor and Council, the City Manager and department directors. He will manage and coordinate comprehensive human resource and risk management programs, including recruitment, salary and benefit administration, employee relations, worker’s compensation and liability claims, safety, and employee training programs. 


“The office of Human Resources must carry out the city’s strategic mission – making it more efficient and cost-effective,” said Dr. Baker. “Having worked with the City of College Park before, I was motivated to return to the team and improve organizational effectiveness and employee engagement, as well as the value of HR’s interactions with other departments.” 


In addition to his prior experience with the Cities of College Park and Albany, Dr. Baker served as Senior Manager for HR for the Board of Regents at the University of Georgia, Director of HR and Risk Management for Macon-Bibb County Government, Director of HR for the Prosecuting Attorneys’ Council of Georgia, Director of HR at Atlanta Technical College and Associate Director of HR at the Metro Atlanta Chamber of Commerce. He received his bachelor’s degree at Morris Brown College, alongside a Master of Science in Human Resource Management and Doctor of Business Administration in Human Resource Management, both from Capella University. He currently holds the IPMA-SCP (Senior HR Certified Professional) Designation issued by the International Public Management Association for Human Resources (IPMA-HR), and is a member of both the IPMA-HR and Society for Human Resources Management. 


Dr. Baker is a strong advocate of community service, specifically the United Way of Metropolitan Atlanta Young Professional Leaders. He was named one of Atlanta’s Who’s Who in Black Atlanta in 2010 and 2012. In his free time, he enjoys the performing arts and attending sporting events.
